The Downtown Development Authority (DDA), was established under Public Act 197 of 1975 as amended, PA 57 of 2018 recodified the Tax Increment Financing Act. These Acts are designed to be a catalyst in the development of a community’s downtown district. The DDA provides for a variety of funding options including tax increment financing mechanism, which can be used to fund public improvements in the downtown district and the ability to levy a limited millage to address administrative expenses.

The Clam Lake DDA was established on May 5, 1993 for a thirty (30) year term.
